Background
The Community Health and Social Welfare Systems Strengthening Program (CHSSP) is a five-year PEPFAR/USAID-funded cooperative agreement led by JSI Research & Training Institute, Inc. with consortium partners Initiatives Inc. and World Education Inc/Batwana. The program is implemented in 42 districts located on the Tanzania mainland and Zanzibar. CHSSP aims to contribute to the PEPFAR 3.0 goal of achieving HIV epidemic control by 2020. Specifically, the project supports the systems strengthening priorities of the Government of Tanzania (GOT) with a focus on improving health, wellbeing, and protection outcomes for adolescent girls and young women (AGYW), most vulnerable children (MVC), people living with HIV/AIDS (PLHIV), as well as key populations including men who have sex with men (MSM), female sex workers (FSW), and people who inject drugs (PWID).
Within CHSSP, Initiatives Inc. is the technical lead on community health systems strengthening responsible for supporting the national community-based health program in the establishment of a community health worker cadre and the systems required to support their effectiveness and performance.In order to achieve this aim, the Community Health Program Coordinator is a full-time position based in Njombe.
Job Summary
The Regional Community Health Program Coordinator contributes to the project’s achievements related to assisting the Government of Tanzania to create an expanded and better equipped community health workforce and improving community-level referral and linkages systems. The RCHPC reports to the Regional Director and will work in close collaboration and synergy with the other members of the CHSSP Regional Technical Team of which s/he is a member.
Primary Responsibilities and Duties
Under the guidance of the Regional Director, coordinate closely with the other members of the regional team of the project to maximize integration and synergies of the objectives and strategies of CHSSP to ensure an integrated approach to implementation among consortium partners.Orient RHMT, CHMTs, and other LGA structures to the national community based health program (CBHP) Policies and Strategy in PEPFAR priority districts.Build the capacity of CHMTs, wards, and villages to implement CBHP policies and guidelines, ensure equitable access to services, and effectively address gender issues in services and service delivery approaches. Support CHMTs to recruit and deploy CHWs in PEPFAR priority districts and coordinate identification of candidates and administration of CHSSP scholarships for the national CHW training program.Coordinate and collaborate with other projects including USAID projects working on HIV/AIDS service delivery and health systems strengthening in PEPFAR priority districts. In coordination with social services strengthening staff and government counterparts, orient staff responsible for supervising community health workers touse of job aids and tools to strengthen CHW provision of health and social services in line with national guidelines.Lead and coordinate community-based peer support for capacity development in PEPFAR priority districtsIn coordination with other CHSSP staff, manage the implementation of community improvement collaboratives in selected districts to address challenges and gaps in CHW service delivery that are responsive to the local needs and contextsfor improving referrals and linkages,and assist districts to scale up successful models.Ensure timely and qualitative contributions for all necessary reports, especially quarterly reports, and semi-annual and annual reports.Coordinate with the Social Welfare Officer and other program officers to facilitate the integration of social welfare services into community health worker tasks, as required.
Desired Qualifications
Hold a degree or advanced diplomain clinical medicine or nursingHold a Masters of Public Health/Community Health or other related graduate or professional degree with expertise in community health service deliveryA minimum of 5 years of field experience in community health service delivery, with specific experience managing community cadresExperience working with Tanzanian government structures including RHMTs, CHMTs, and ward and village heath teams on community health management and service deliveryHighly professional comportment and ability to represent the program among other government and donor stakeholdersHave demonstrated experience in providing quality technical assistance to government and civil society entities, especially at district, ward, and village levelsHave demonstrated experience in liaising effectively and managing participatory processes with a range of local government and civil society stakeholders especially at district, ward, and village levelsCreative and capable of working independently and as part of a multidisciplinary teamFluent speaking and writing in English and Kiswahili and able to produce quality products in English such as progress reports, presentations, program briefs, and case studiesExcellent interpersonal and management skillsProficiency with Microsoft Office and other common softwareAbility to travel 50% of the time
