BACKGROUND

The Danish Refugee Council has been operating in Tanzania from October 2015 since the establishment of Nduta refugee camp. DRC are now working in Nduta and Mtendeli refugee camps, with a current combined population of 80,000 refugees, and expected population of 100,000.


DRC is working in the sectors of Camp Management and Community Services (CCCM), Protection and Shelter/Construction. With the consolidation of the DRC Tanzania program in 2016, moving away from pure emergency response, a new sub-base is being opened up in Kasulu to support a new Camp Management program in Nyarugusu (population 100,000 refugees) in support of a local partner organisation, TWESA, as well as expanding the protection program in Nduta and Mtendeli, and initiating a pilot livelihoods intervention in these two camps.

DRC are also opening a liaison office in Dar es Salaam for representation and administration purposes. Nduta population is stable at 55,000 and Mtendeli is a receiving camp, current population of 30,000 and planned to increase to 50,000 capacity with new arrivals and relocations from Nyarugusu.

JOB PROFILE

In line with the regional response plan to the Burundian refugee crisis, DRC Tanzania implements projects under the protection, shelter, livelihoods and camp management sectors. DRC is co-lead (with UNHCR and MHA) of the CCCM sector. The Camp Manager will be responsible for supervising and managing all DRC staff and all DRC activities in the two Refugee camps of Nduta and Mtendeli. The Camp Manager is responsible for the coordination of assistance and services at camp level. This entails building effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities. The camp manager works in close partnership with DRC shelter, protection, livelihoods and community services managers and with the UNHCR and MHA focal points.

KEY DUTIES AND RESPONSIBILITIES


Management:
Responsible for supervision and management of all camp staff and DRC activities in the refugee camp, including camp development, shelter plot allocation, coordination, information sharing, distributions;
Direct line management of 2 Deputy Camp Managers in Nduta and Mtendeli camps
Ensure that adequate staffing is in place for the camp management activities, including an appropriate gender balance within the staff group. Ensure all staff are trained on the skills and values required;
Coordination of camp-level finance and administration with the Finance Manager and Head of Office;
Monitor financial commitments and expenditures against budgets;
Ensure that the organization’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all camp management staff;
Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.
To maintain the emergency response capacity for DRC in the emergency service programming (primarily Hot Meals and CRI’s) and ensure the deployment capacity of the emergency services team in case of influx or a time sensate response for camp opening
To prepare capacity development plans and implement the same for DRC national staff and senior Incentive Workers
To monitor (with MHA personnel concerned and the Camp Security Management Committee’s) the safety security situation in the camps with a specific focus on potential impact of insecurity in the camp on staff security, humanitarian access and accountability and programme delivery.

Program Implementation:
Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support;
Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors;
Coordinate with Community Services on maintaining and developing governance and community participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented;
Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees;
Coordinate with Shelter team to ensure that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines;
Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner;
Adapt camp activities, as applicable, in close coordination with the CCCM Technical Coordinator and Area Manager, if/as the context changes. In particular, the camp manager must be able to scale up camp activities in the case of a large refugee;
Maintain an open dialogue with the camp population.

Program Development:
Identify gaps with a view to generating ideas for future projects with strong beneficiary impact;
Develop concept notes and/or proposals and budgets in close cooperation with the Emergency Team Leader.

Representation:
Co-chair weekly camp coordination meetings as well as meetings with refugee leadership committees;
Facilitate/chair other coordination meetings related to the camp, in consultation with the CCCM Technical Coordinator, other sector managers and the Area Manager

QUALIFICATIONS
Advanced University Degree in Human Rights, Social Science or related field or equivalent practical experience.
Minimum 3 years of humanitarian work in field locations;
Minimum 2 years professional work experience in camp management, community mobilization and distributions in a leadership position, and solid understanding of camp dynamics;
Able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs
Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
Proven ability to work in remote field locations;
Ability to work under pressure, with minimal supervision, and in a culturally diverse team;
Excellent analytical and communication skills;
Demonstrated record of field and operational experience at an international level in complex emergencies;
Proven ability to manage multi-disciplinary programs, coordinate logistics, and manage a diverse staff group.
